11th July 1924.

With reference to the present "Strike" of the Municipal Ratepayers' employees, I have the honour to forward herewith:

(Colomre 1.) Copy of the Minutes of the Meeting of the Municipal Ratepayers of the British Concession held on June 30th to consider and pass the new Traffic Regulations and the new Police Permit Regulations, and to vote the funds required to put them into execution. These had only just been completed when the call for the strike broke out. I at first was doubtful as to the desirability of submitting the Regulations for the Ratepayers' approval, the old ones never having been so referred. A Meeting was, however, necessary to vote the additional supplies required, and the Ratepayers would naturally require full particulars of the purpose for which they were to be voted.

It therefore seemed, in the end, best that the Regulations should also be passed by them.

The Minutes of the Meeting include the full text of the new Regulations as drafted by the French and the British Municipal Councils jointly and as passed by the Ratepayers.

The Speech of the Chairman of the Council also includes a Statement of the case down to the date of the Meeting.

Prior to, and since the beginning of the strike, the native press had been busily engaged in fomenting a boycott.
